Best AI service desk for HR teams in 2026

· Reviewed by Ran Ribenzaft, Co-Founder & CTO

The 8 best AI service desks for HR teams, compared on personal answers, acting on requests, Slack and Teams, HR privacy controls and fit for 200 to 1,000 employee companies.
The best AI service desk for an HR team is one that answers each employee personally (their leave balance, their benefits, their country's policy), carries routine requests through to the end (time off, letters, onboarding steps), works in the Slack or Microsoft Teams employees already use, and keeps sensitive HR matters with people. On that bar, the strongest options for a 200 to 1,000 employee company are Harmony, Atomicwork and Leena AI. ServiceNow HR Service Delivery is the enterprise choice for companies already on ServiceNow, Moveworks is an AI front door for an existing HR case system, Freshservice suits teams that want classic HR case management, Siit fits small teams that run HR and IT requests together, and Zendesk Employee Service is best for companies already on Zendesk.
How we evaluated
We looked at what an HR team feels every day, not at feature counts:
- Personal answers. Does it know who is asking (role, location, manager, leave balance) from the HRIS, so the answer is right for that person rather than a generic policy page?
- Acts, not just answers. Can it complete routine requests (request time off and run the approval, refer a candidate, start onboarding) or does it only find articles and open tickets?
- Where employees ask. Slack and Microsoft Teams, with no portal to remember.
- HR privacy. Restricted visibility per request, approvals before anything changes an employee record, a way to keep sensitive matters such as grievances out of automation, and an audit log.
- HR and IT together. Onboarding and offboarding touch HR, IT and facilities. One request should drive all three.
- Pricing model and fit for 200 to 1,000 employees.
Vendor capabilities come from each vendor's own HR pages and documentation, checked in October 2026 and listed under Sources. Where a vendor's page does not say something, we say so rather than guess.

The tools
1. Harmony
Best for: 200 to 1,000 employee companies that want an AI agent to answer and resolve HR requests in Slack and Teams, with the HRIS staying the system of record.
How it works for HR: Employees ask in plain language in Slack or Teams. Harmony already knows their role, location, manager and details such as their leave balance, so answers are personal. It acts on routine requests: an employee can request time off and Harmony runs the approval, refer a candidate without visiting the careers site, and onboarding sets off the HR, IT and facilities steps from one event. See Harmony for HR.
HR systems: Connects to Workday, UKG Pro, SAP SuccessFactors, Ceridian Dayforce, HiBob, BambooHR and Namely, plus Cornerstone for learning and Greenhouse for referrals. It does not replace the HRIS or ATS.
Privacy: Answers cite their source, and with no source the request goes to the HR team instead of a guess. Any action on an employee record needs human approval, sensitive matters such as grievances can be kept out of automation, visibility controls limit who sees each request, and every action is logged. SOC 2 and ISO 27001 certified.
Evidence: At Cyera, employees send HR roughly 1,200 requests a month and about two-thirds are now answered instantly. Mammoth Brands moved learning and development reimbursements from a shared inbox to a Harmony workflow with manager and people-team approvals. These are customer-reported figures published by Harmony.
Pricing: A custom quote, scoped to company size and how many desks run on Harmony.
Limitations: Automation rates depend on HR policies being written down somewhere Harmony can read. No public per-seat price.
2. Atomicwork
Best for: Companies that want HR and IT on one AI-first service platform.
How it works for HR: Employees ask in Slack, Teams, a browser, email or a web portal. Atomicwork answers benefits, PTO and parental leave questions from HR documents, handles benefits changes such as adding a dependent, and runs onboarding and offboarding across HR and IT, including equipment, benefits enrollment and access. A no-code workflow builder adds approval gates and notifications.
HR systems: Workday, ADP and BambooHR, plus Okta, Azure AD and Microsoft 365.
Privacy: Least-privilege access per AI coworker tied to your identity provider, role-based access, audit logs and approval gates for sensitive actions. SOC 2 Type II, GDPR, HIPAA, CSA STAR and ISO 42001 listed.
Pricing: From $25,000 a year (Professional), with outcome-based pricing on top.
Limitations: The $25,000 floor is steep for a 200-person company. Its HR page describes routing to an HR partner but does not describe a dedicated HR case management module.
3. Leena AI
Best for: HR-led projects that want a dedicated, pre-built HR assistant.
How it works for HR: Leena AI's HR assistant covers onboarding, benefits enrollment and changes, leave applications and balances, time and attendance, letters, policies and payroll questions, with 11 pre-built agent protocols. It works in 100+ languages and supports voice. A separate IT assistant handles IT requests.
HR systems: Workday, SAP and Oracle are named; customer stories mention SharePoint and other enterprise systems.
Privacy: Role-based access, policy guardrails and an audit trail; it inherits permissions from the knowledge sources it reads.
Pricing: Not published.
Limitations: Microsoft Teams is documented; Slack is not stated on its site. HR and IT are two assistants rather than one. The stated go-live is 45 days.
4. ServiceNow HR Service Delivery
Best for: Enterprises that already run ServiceNow for IT.
How it works for HR: An Employee Center front door, HR case management with AI agents running playbooks, Journeys from hiring to offboarding, a Manager Hub with ServiceNow's AI assistant for HR, and workforce planning. ServiceNow reports 76% self-service deflection from customers (a vendor figure).
Pricing: Quote only.
Limitations: Implementation weight and cost, which is why it is usually an enterprise choice. The HRSD product page centres on the Employee Center portal and does not mention Slack or Teams.
5. Moveworks for HR
Best for: Large companies that keep their HR case system and want an AI front door in chat.
How it works for HR: HR Answers from the knowledge base (respecting permissions), HR Concierge to file and check HR tickets in chat, HR Forms completed in chat, HR Approvals routed from systems such as Workday, and HR analytics on what employees ask. Custom HR integrations need the Creator Studio add-on.
Pricing: Quote only. Moveworks is now part of ServiceNow.
Limitations: It needs an HR case system behind it; it is not one itself. For a 500-person company that usually means two products where one would do.
6. Freshservice for HR
Best for: HR teams that want classic HR case management with SLAs and a service catalog.
How it works for HR: HR case management with SLAs and checklists, an HR service catalog and portal, onboarding and offboarding Journeys across teams, document generation and e-signature, AI HR agents for routine requests, and HR dashboards.
Pricing: Per agent, as part of Freshservice for Business Teams; AI features depend on plan and add-ons.
Limitations: Portal and ticket first. Its HR page does not mention Slack or Teams or confidential HR tickets, so check both in a trial.
7. Siit
Best for: Small teams that handle HR and IT requests together.
How it works for HR: Requests from Slack, Teams, email and a portal land in one inbox, each shown with the employee's role, manager, equipment and history. Workflows cover onboarding, app access and password resets.
HR systems: HiBob, Workday and 21 more HRIS.
Pricing: $23 to $89 per admin per month; the full AI agents need the Pro plan.
Limitations: Its HR page focuses on IT-style requests and does not describe HR-specific features or privacy controls beyond the HRIS connection.
8. Zendesk Employee Service
Best for: Companies that already run Zendesk for customers and want one vendor.
How it works for HR: Zendesk's Employee Service AI agent entered an early access program in August 2026. It answers from connected knowledge (Google Drive, SharePoint, Confluence, Notion, Slack, Teams and more), respects source permissions, and works in Slack and Teams. Actions to resolve requests end to end are planned after the early access period.
Pricing: Per agent, with AI resolutions counted against automated resolution credits at general availability.
Limitations: Answers today, actions later. Not available on HIPAA accounts or the Team plan during early access.

- HR is buying on its own and wants an HR-only assistant: Leena AI.
- You run ServiceNow for IT and have the budget: ServiceNow HR Service Delivery, or Moveworks as the chat front door.
- You want HR case management first, AI second: Freshservice for HR.
- Under 200 employees, one person handles HR and IT: Siit.

Frequently asked questions
What is an AI service desk for HR?
An AI agent that answers and resolves employee HR requests, such as leave balances, benefits questions, time off and onboarding, in the chat tools employees already use, using what it knows about each employee from the HR system, and routing anything sensitive to a person.
Can an AI service desk replace our HRIS?
No. The HRIS (Workday, HiBob, BambooHR and so on) stays the system of record. An AI service desk is the access layer on top: it reads from the HRIS to answer personally and writes back only through approved workflows.
How do HR service desks keep employee data private?
Look for restricted visibility per request, human approval before anything changes an employee record, a way to keep sensitive matters such as grievances out of automation, answers that cite their source, and a full audit log. Ask each vendor to show all five in a demo.
Should HR and IT use the same service desk?
For most companies under 1,000 employees, yes. Onboarding and offboarding touch HR, IT and facilities, and employees should not have to know which team owns a request. Keep HR cases visible only to HR within the shared platform.
Which AI service desks work in Slack for HR requests?
Harmony, Atomicwork, Siit and Zendesk Employee Service document Slack support. Moveworks works in chat with Slack hand-offs. Leena AI documents Microsoft Teams; check Slack in a trial.
