ServiceNow pricing 2026: ITSM packages, license types and what it really costs

· Reviewed by Ran Ribenzaft, Co-Founder & CTO

ServiceNow publishes no list prices. See the 2026 ITSM tiers, license types, public G-Cloud and Vendr price data, implementation costs and a 500-person example.
ServiceNow does not publish list prices. Its ITSM packages, now named Foundation, Advanced and Prime after the April 2026 packaging change, are sold by custom quote, licensed mainly per fulfiller (the people who work tickets), with AI usage metered in "assists". The best public price signals come from UK government procurement documents: Fujitsu's G-Cloud 15 price list shows ServiceNow ITSM Standard at $100 and Enterprise at $150 per fulfiller per month for the editions sold before the change. Vendr reports a median ServiceNow contract of $129,871 a year across 109 purchases. Implementation is billed separately, and Vendr says it can run to multiples of annual software spend.

Does ServiceNow publish its prices?
No. The ServiceNow ITSM pricing page lists what each package includes but shows no dollar figures; the only pricing action is "Get Custom Quote". The Enterprise Service Management page works the same way. So every number online, including here, is a procurement filing, an aggregate of real contracts, or a partner estimate. We label each one.
How is ServiceNow ITSM packaged in 2026?
ServiceNow's ITSM page now shows three packages. Each includes the one below it.
| Package | ServiceNow's description | Selected capabilities listed |
|---|---|---|
| ITSM Foundation | AI agents and skills for faster IT service delivery | Service Catalog and Request, Incident, Asset Management and CMDB, Virtual Agent, Workflow Data Fabric, Now Assist and Platform AI Foundation, Moveworks for ITSM Foundation |
| ITSM Advanced | Agentic workflows that automate complex IT processes | Adds Major Incident and On-Call, Change, Problem, AI Voice Agents, Platform Analytics Advanced, Advanced Process Mining, Moveworks for ITSM Advanced |
| ITSM Prime (marked "Recommended") | AI specialists that manage IT workflows independently | Adds L1 Service Desk AI Specialist, AI Agents for ITSM, AI Agent for Digital End-User Experience, DevOps Change Velocity, Moveworks for ITSM Prime |
There is also ESM Foundation, which ServiceNow's release notes describe as "designed for midsize companies". It combines Core Business Suite and Simplified ITSM for IT, HR, finance, legal and workplace teams, with guided setup. It is also quote only.
What changed in April 2026?
On April 9, 2026, ServiceNow announced "a new tiered offer model that spans AI assistance, agentic automation, and fully autonomous operations" and said every product now includes AI, data connectivity, workflow execution, security and governance, naming AI Control Tower, Workflow Data Fabric and EmployeeWorks. On May 5, 2026, it introduced ServiceNow Otto, which combines Now Assist, Moveworks and AI Experience, appears first in EmployeeWorks and AI Control Tower, and rolls out to other products over the following year. Neither press release gives prices.
Partner and community analyses add detail ServiceNow does not publish:
- Five legacy tiers (Standard, Pro, Pro Plus, Enterprise, Enterprise Plus) were replaced, with legacy SKUs at end of sale on July 1, 2026 (Crossfuze, a ServiceNow partner).
- Crossfuze maps Standard and Pro to Foundation, Pro Plus and Enterprise to Advanced and Enterprise Plus to Prime. Only Prime allows building net-new custom AI skills and agents (Crossfuze and a ServiceNow Community article).
How do assists work?
Assists are the unit that meters Now Assist and agentic AI. Crossfuze reports included pools of 1,500, 3,000 and 6,000 assists per ITSM fulfiller per year (Foundation, Advanced, Prime) and 200, 400 and 800 per ITSM requester, with small, medium and large actions consuming 25, 50 and 150 assists. A ServiceNow Community guide says pool sizes are not published, the pool is shared at tenant level, and overage rates are not disclosed. Treat the Crossfuze numbers as a report and get the real figures in your order form. For reference, ServiceNow's older terms in a G-Cloud filing gave ITSM Professional Plus up to 6,000 assists a year per fulfiller, expiring yearly.
What license types does ServiceNow use?
Definitions below come from ServiceNow's subscription terms filed on the UK Digital Marketplace and a Community article by a ServiceNow employee.
| User type | Who it covers | Pricing note |
|---|---|---|
| Fulfiller | Agents and workflow owners who work and resolve records. Counted if active in the past 365 days and holding a fulfiller role mapped to an entitled application | The main ITSM cost driver |
| Business Stakeholder | Users with an approver role but no fulfiller role; may approve requests by email or in the platform and view reports | Separate, cheaper license than a fulfiller |
| Requester | Employees who submit requests and check status | Vendr lists requesters as part of ITSM pricing, and Crossfuze reports a per-requester assist allocation in the 2026 model; confirm how your quote counts them |
| Unrestricted User | Every active user with a unique username | Alternative metric offered for ITSM, priced per user rather than per fulfiller |
The trap is role assignment. A Business Stakeholder who is given any fulfiller-mapped role becomes a fulfiller for counting purposes.
What do third-party sources say ServiceNow costs?
All figures below are third-party data, not ServiceNow quotes. The G-Cloud prices cover the legacy editions and UK public sector buying, so use them as a range check, not a forecast.
| Source | What it shows | Figures |
|---|---|---|
| Fujitsu, G-Cloud 15 price list (filed January 2026) | Licence cost per month, in USD | ITSM Standard $100, ITSM Enterprise $150, ITSM Pro Plus add-on $225 per fulfiller; HR Service Delivery Standard $9 and Professional $16 per HR user |
| Unifii (Inetum), G-Cloud 14 pricing document (April 2024) | ServiceNow base prices in GBP | ITSM Standard £81, Professional £121.50, Enterprise £182.25 per fulfiller; or £12.15, £16.20, £24.30 per unrestricted user; Business Stakeholder £28.35; Pro Plus fulfiller £72.90 |
| Vendr marketplace | Aggregate of 109 ServiceNow purchases, all products | Median $129,871 a year; range $43,245 to $702,488; average savings of about 8% |
| G2 | Buyer-reported data on ServiceNow ITSM | Average discount 15% |
The Unifii document does not state a billing period; Unifii's G-Cloud listing gives its headline price per licence per month.
What do implementation and partners cost?
Licensing is only part of the bill. Vendr says implementation "can range from a significant portion to multiples of annual software spend." Partner estimates give a sense of scale:
- Smaller business, ITSM foundations: $150,000 to $450,000 in services, about 1,000 to 1,800 hours over 10 to 16 weeks (Ngenious Solutions, a ServiceNow partner; directional estimate).
- Partner rates: Ngenious estimates $150 to $250 an hour blended in the US. Fujitsu's G-Cloud 15 rate card caps UK day rates at £970 for a developer, £1,290 for a solution architect and £2,400 for a principal solution architect, excluding VAT.
G2 reviewers of ServiceNow ITSM report about 5 months to implement and 13 months to see a return.
Contract terms, minimums and renewals
- Term: Vendr reports 1 to 3 year terms, with 3 years most common for enterprise deals; Redress Compliance says terms commonly run three to five years.
- Billing: Annual prepayment is standard, monthly billing typically costs more, and most contracts auto-renew with annual true-ups for user growth (Vendr).
- Minimums: ServiceNow publishes no ITSM minimum, and the G-Cloud price lists we reviewed state none for ITSM. In practice the smallest deal in Vendr's dataset is $43,245 a year.
- Renewals: Redress, from its client reviews, says renewals with no written cap "reset 18 to 35 percent above the prior term." Crossfuze says Pro Plus customers moving to the new tiers may see a 0 to 15% increase.
Worked example: a 500-person company (estimate)
This is an illustration built from public third-party figures, not a quote. Our assumption: a 500-employee company with 12 IT fulfillers, buying ITSM only.
| Line | Input and source | Estimated annual cost |
|---|---|---|
| Licenses, Standard-level | 12 fulfillers x $100 a month (Fujitsu G-Cloud 15) | $14,400 |
| Licenses, Enterprise-level | 12 fulfillers x $150 a month (Fujitsu G-Cloud 15) | $21,600 |
| Implementation, year one | $150,000 to $450,000 (Ngenious estimate) | One-off |
| Year-one total | Licenses plus implementation | About $164,000 to $472,000 |
Caveats: these are legacy edition prices from UK public sector filings, so your Foundation, Advanced or Prime quote will differ. The license line is also below the bottom of Vendr's range ($43,245 a year), which suggests real contracts include more products or users than this sum. Approver licenses, assist top-ups and an in-house admin are not included.
Hidden costs to budget for
- Platform staff. G2 reviewers cite learning curve (72 mentions), cost (60) and complexity (56) as top drawbacks. Most teams need a trained admin or developer, or a managed service partner.
- Add-ons priced as a share of contract value. In the Unifii filing, Performance Analytics Enterprise is 20% of total net annual contract value, and Workforce Optimization for ITSM Professional is 30% of the ITSM Professional value.
- Integration transactions. The same terms say protocols and spokes may require Integration Hub transactions at an additional fee.
- Assist overage. The Community guide notes that test instances, Virtual Agent fallback and retries on poor CMDB data all draw from the shared pool.
- Overbuying tiers. Redress reports Enterprise bought for 20 to 40% of fulfillers who only used Professional features.
How to lower your ServiceNow cost
- Clean the fulfiller roster before renewal. Remove inactive and duplicate accounts; move approve-only users to Business Stakeholder licenses.
- Buy the lowest tier you need. Without near-term Change, Problem or Major Incident needs, Foundation may be enough.
- Price both metrics. Compare per fulfiller with per unrestricted user for your headcount.
- Write the renewal cap and assist top-up rate into the contract. Crossfuze warns an unwritten top-up price is set when overage first triggers.
- Govern assists with AI Control Tower quotas per team and a monthly Subscription Management review.
- Time the deal. Vendr points to ServiceNow's December fiscal year-end and quarter-ends, and to multi-year prepayment.
When is ServiceNow overkill for 200 to 1,000 employees?
ServiceNow is strong where process depth matters: ITIL change and problem management, CMDB, ITOM and HR on one platform, and AI now bundled in every tier. It is rated 4.5 on G2 from 2,006 reviews, with ease of use and incident management the most-mentioned positives. ESM Foundation is ServiceNow's direct answer for midsize companies.
It tends to be heavy when the IT team is under about 15 people, there is no platform admin, most requests are routine (access, passwords, onboarding), and the employees work in Slack or Microsoft Teams. Months of implementation, partner fees and Prime gating for custom agents can outweigh the process depth you would use. See ITSM for mid-market companies and best ITSM for 500 employees.
How Harmony compares
Harmony is an AI-native ITSM and employee service platform for 200 to 1,000 employee companies. It integrates with ServiceNow tickets and can run alongside ServiceNow: employees ask the Harmony agent in Slack or Microsoft Teams, it handles MFA resets and application access with approvals, and opens a ServiceNow ticket with full context when a person is needed. Or it replaces ServiceNow as the system of record for tickets, assets and applications.
Harmony prices each deployment with a custom quote scoped to company size and use; the core deployment includes the Slack and Teams agent, knowledge base generation, core integrations and support, and it is available through AWS Marketplace private offers. Harmony says its agent can resolve up to 90% of routine requests; customer-reported figures published by Harmony include Cyera (roughly 85 to 89% of employee requests resolved automatically) and Mammoth Brands (time to first response from 4 hours to 7 seconds). It is rated 4.8 on G2 (80 reviews), 4.9 on Gartner Peer Insights (32) and 4.9 on Capterra (19).
The limits are real: no published per-seat pricing to self-serve, G2 reviewers ask for more flexible reporting and dashboard widgets, some integrations needed extra setup steps, and it was founded in 2025, so it has far less history than ServiceNow. Frequently asked questions
Does ServiceNow publish its prices?
No. ServiceNow's ITSM and ESM pricing pages list package contents but only offer a custom quote. Public figures come from procurement filings, Vendr and partner estimates.
How much does a ServiceNow ITSM license cost per user?
ServiceNow does not say. Fujitsu's UK G-Cloud 15 price list shows $100 (Standard) and $150 (Enterprise) per fulfiller per month for the editions sold before April 2026; treat these as estimates.
What are ServiceNow Foundation, Advanced and Prime?
The three ITSM packages ServiceNow introduced with its April 2026 packaging change. Foundation covers request, incident, asset and basic AI; Advanced adds change, problem and agentic workflows; Prime adds AI specialists and custom agents.
Is Now Assist included in ServiceNow pricing now?
Yes. Since April 2026 ServiceNow bundles AI into every package and meters it in assists. Pool sizes and overage rates are not published, so confirm them in your order form.
What is a fulfiller in ServiceNow licensing?
A user who works and resolves records, such as a service desk agent. Approve-only users can be licensed as Business Stakeholders, a separate and cheaper user type, as long as they hold no fulfiller role.
How much does ServiceNow implementation cost?
Partner Ngenious Solutions estimates $150,000 to $450,000 in services for a smaller business's ITSM rollout, and G2 reviewers report about 5 months to implement.
What is the average ServiceNow contract value?
Vendr reports a median of $129,871 a year across 109 ServiceNow purchases, ranging from $43,245 to $702,488, covering all ServiceNow products.
