Best ITSM software for a 500-employee company (2026)

How to choose an ITSM or AI service desk at 500 employees: a 5-agent, 3-year cost comparison, the onboarding and offboarding problem, SOC 2 evidence, and shortlists for Slack-first and Teams-first teams. Verified October 2026.
Five hundred employees is where the shared-channel help desk breaks. Requests run at 500 to 750 a month, onboarding and offboarding happen weekly, SOC 2 Type II evidence is due every quarter, SaaS sprawl is a budget line, and HR has started asking for its own queue. The tools that fit this stage are the AI-native service desks that resolve inside Slack and Teams and keep assets and approvals in the same system (Harmony, Siit Pro, Atomicwork) and the suites that have grown an AI layer (Freshservice Pro or Enterprise, SysAid, Jira Service Management Premium). Below: what changes at 500, a five-agent cost scenario, and shortlists by channel.
What changes at 500 employees
- Onboarding and offboarding become the risk. Ten to twenty joiners and leavers a month, each needing identity, device, app and group changes across a dozen systems. Missed offboarding steps are the finding your auditor writes up.
- SaaS sprawl becomes money. Two hundred or more applications, licence renewals nobody owns, and access that outlives the project. You need application and licence data, not just devices.
- Approvals become the bottleneck. Once the agent resolves the easy requests, the queue is dominated by requests waiting on a manager or app owner. Approvals must happen in chat, with reminders.
- Two channels. Engineering on Slack, sales and finance on Teams is common after the first acquisition or the first enterprise sales hire. A tool that is native in one and "integrated" in the other will show.
- Reporting for the CFO. Cost per ticket, tickets per employee, time saved: you will be asked for a number at budget time.
Cost scenario: 5 agents, 500 employees, 3 years (list prices, annual billing, October 2026)
| Tool | Year 1 licence | 3-year total | Includes acting AI? | Not in the number |
|---|---|---|---|---|
| Harmony | Custom quote | Custom quote | Yes, included in the quote | Ask for the 3-year figure at 500 and 800 employees |
| Siit Pro | $5,340 | $16,020 | Yes | Reporting limits |
| Atomicwork Professional | $25,000 | $75,000 | Yes, 2 coworkers | ITAM requires Business tier |
| Freshservice Pro + Copilot | $7,680 | $23,040 | No (Copilot assists agents) | Freddy AI Agent for employees is Enterprise with 1,200 sessions/yr; extra sessions paid |
| Freshservice Enterprise | Quote | Quote | Yes, 1,200 sessions/yr | Session overage |
| SysAid Professional | $5,340 | $16,020 | Yes | Assets above 250 |
| Jira Service Management Premium | $3,085 | $9,255 | Flows you build | Admin time |
| Zendesk Employee Service Growth + Copilot | $6,540 | $19,620 | Metered: 10 resolutions per agent per month, then $1.50 to $2.00 each | At 300 automated resolutions a month, add roughly $5,400 a year |
| ManageEngine SDP Enterprise | $4,020 | $12,060 | Zia Agents, ticket operations | Identity actions |
| InvGate Pro | $2,500 | $7,500 | Virtual agent (answers) | Asset management separate |
Read this table with the headcount lens. Siit and SysAid price per admin or agent, so growing from 500 to 800 employees does not raise their bill; metered models (Zendesk resolutions, Freshservice sessions, Atomicwork outcomes) rise with the automation you wanted. Quote-based vendors, Harmony included, scope the price to company size, so ask for the figure at both headcounts.
Shortlists
Slack-first (engineering-led companies): Harmony or Siit Pro. Harmony if you want IT and HR in one agent with asset and application management included and expect to keep growing; Siit if you want published pricing and a tighter scope. See the Slack guide for details.
Teams-first (Microsoft 365 estates): Harmony, SysAid, Atomicwork. SysAid is the conventional suite with AI included and no usage caps; Atomicwork brings outcome pricing and a portal-like Teams experience; Harmony acts in Entra ID and Intune with approvals in Teams and covers Slack for the engineering side. See the Teams guide.
Suite-first: Freshservice Enterprise if you want the Freddy AI Agent fulfilling requests; Pro plus Copilot if agent assistance is enough. Jira Service Management Premium if Atlassian is the standard.
Budget-first: ManageEngine ServiceDesk Plus Enterprise or InvGate Pro, accepting that identity actions stay manual.
The onboarding and offboarding test
Whatever you shortlist, ask for a live demo of one joiner and one leaver in your stack: HRIS trigger, device order or wipe, identity create or disable, app bundles by role, group membership, licence reclaim, manager notifications, and the audit record at the end. Tools that pass this with configuration rather than scripting are Harmony, Atomicwork, Freshservice (orchestration) and SysAid; JSM and Zendesk can do it with automation work; ManageEngine and InvGate handle the ticketing side and leave the identity actions to you. Our employee offboarding software guide goes through the steps in detail.

Frequently asked questions
How many IT staff does a 500-employee company need?
Five to seven is typical without automation. Harmony's published n8n case (one IT person from 250 to around 500 employees) is one customer's figure, not a benchmark.
Should HR get its own service desk queue at 500 employees?
Yes. HR questions are already landing in IT's channel. Harmony, Atomicwork, Siit, Freshservice and JSM all support separate departments with separate permissions and knowledge.
Is SOC 2 evidence a service desk feature?
Partly. You want exportable logs of access grants and revocations, approval records, and offboarding completion by employee. The AI-native tools and the larger suites produce these; verify the export before you sign. More in our SOC 2 and HIPAA-compliant ITSM guide.
Should we migrate off Freshservice or JSM, or layer an AI agent on top?
Both are viable. Harmony, Moveworks and Atomicwork can sync tickets with your current ITSM so the agent goes live first and the system of record moves later, or not at all.
What deflection rate should a 500-person company plan on?
Plan on 40 to 60% of volume in year one for access, accounts, groups and how-to questions, and measure. Vendor figures range from SysAid's 68% average to Harmony customer reports of 57 to 89%; your ticket mix sets the ceiling.
