ServiceNow AI Agents in 2026: what they do, licensing and when they fit

· Reviewed by Ran Ribenzaft, Co-Founder & CTO

ServiceNow AI Agents in 2026: Now Assist, AI Agent Orchestrator, Moveworks and EmployeeWorks, Foundation, Advanced and Prime tiers, assists and fit by size.
ServiceNow's AI for IT service management now has four layers. Now Assist is the generative AI inside the platform (summaries, resolution notes, agentic workflows). AI Agents, coordinated by AI Agent Orchestrator and built in AI Agent Studio, take multi-step actions. Moveworks, acquired for $2.85 billion and closed on December 15, 2025, is the conversational front door, sold as ServiceNow EmployeeWorks in Slack, Teams and the browser. ServiceNow Otto (May 2026) unifies these experiences. Since April 2026, AI is bundled into new Foundation, Advanced and Prime tiers and metered in "assists". ServiceNow publishes no prices. It fits best in large, process-heavy organizations with a platform team.

What is Now Assist?
Now Assist launched in September 2023 with the Vancouver release, generally available from September 29, 2023. For ITSM it started with summaries of incident history and Virtual Agent conversations and generated resolution notes, powered by ServiceNow's own Now LLM. It has since grown into agentic workflows. In the Zurich release documentation, Now Assist for ITSM includes:
- Triage and categorization of incidents, including service and configuration item, with links to major incidents and known problems.
- Incident resolution plans built from catalog items, knowledge and similar resolved incidents.
- Microsoft 365 group and distribution list membership changes.
- Post-incident reviews and change request plans (implementation, test and backout, risk analysis).
- Incident assist, on-call lookups and Twilio SMS notifications.
Most of this helps the fulfiller. The employee-facing piece has historically been Virtual Agent, and is now EmployeeWorks.
What are ServiceNow AI Agents and AI Agent Orchestrator?
ServiceNow announced AI Agents on January 29, 2025. AI Agent Orchestrator handles inter-agent communication and centralized coordination, so specialized agents can share information and hand off tasks across systems and departments. AI Agent Studio lets you build a custom agent by describing its outcome, role and process in natural language. Both were scheduled for availability in March 2025.
ServiceNow's AI Agents page now also names Action Fabric (agent-to-agent communication over the A2A protocol and connections to external tools through MCP), AI Control Tower for governance, and voice, web and desktop agents. In February 2026 ServiceNow added Autonomous Workforce: role-based "AI specialists" orchestrated as teams. The first is the L1 Service Desk AI Specialist, aimed at password resets and software access. It was in controlled availability in February 2026, with general availability expected in Q2 2026; we could not confirm GA from a ServiceNow source.
What happened to Moveworks?
ServiceNow announced the acquisition on March 10, 2025, for $2.85 billion in cash and stock, and announced completion on December 15, 2025. On February 26, 2026, it launched ServiceNow EmployeeWorks, which pairs Moveworks' conversational chat and enterprise search with ServiceNow's portal and workflows, in Microsoft Teams, Slack and browsers. ServiceNow says Moveworks remains a standalone product that can be bought on its own or as part of a ServiceNow deployment; Moveworks' own pricing page offers custom quotes only.
On May 5, 2026, at Knowledge 2026, ServiceNow introduced Otto, which combines Now Assist, Moveworks and AI Experience into one assistant that interprets intent, routes work to the right agent and executes it. It appears first in EmployeeWorks and AI Control Tower and rolls out across products over the following year.
How are ServiceNow AI agents licensed?
Before April 2026. Now Assist was sold through Pro Plus and Enterprise Plus editions of ITSM, CSM and HR Service Delivery. ServiceNow's January 2025 announcement said the full AI Agent suite would be "included at no additional cost for all Pro Plus and Enterprise Plus customers," under a consumption-based model. Licensing advisor Redress Compliance, based on its own client reviews rather than published prices, reports that the Plus editions typically added 30 to 40% to the base license for service management. It also reports that extra capacity was bought as assist packs.
Since April 2026. ServiceNow's ITSM page now shows three packages:
| Package | ServiceNow's description | AI included (as listed) |
|---|---|---|
| ITSM Foundation | AI agents and skills that accelerate IT service delivery | Now Assist and Platform AI Foundation, Virtual Agent, Moveworks for ITSM Foundation |
| ITSM Advanced | Agentic workflows that automate complex IT processes | Adds AI Voice Agents, Now Assist and Platform AI Advanced, Moveworks for ITSM Advanced |
| ITSM Prime | AI Specialists that independently manage IT workflows | Adds L1 Service Desk AI Specialist, AI Agents for ITSM, AI Agent for DEX, Moveworks for ITSM Prime |
Partner and advisor analyses add detail ServiceNow does not publish on its site:
- The change took effect April 9, 2026, replacing Standard, Pro, Pro Plus, Enterprise and Enterprise Plus. Legacy SKUs reached end of sale on July 1, 2026, and existing customers move at renewal (Crossfuze, DealIQ).
- Pro Plus generally maps to Advanced, and only Prime allows building net-new custom AI skills and agents (Crossfuze, a ServiceNow Community article, Redress).
- AI use is metered in assists against an included pool, with top-ups above it. Crossfuze reports 1,500, 3,000 and 6,000 assists per ITSM fulfiller per year (Foundation, Advanced, Prime), and 25, 50 or 150 assists per small, medium or large action. DealIQ says pool sizes and per-action costs are not published. Treat both as reports and get the numbers in your order form.
Price. ServiceNow publishes no list prices; the ITSM page offers a custom quote. As a third-party estimate, Vendr lists a median of $129,871 a year across 109 ServiceNow purchases, ranging from $43,245 to $702,488. That figure covers all ServiceNow products, not only ITSM or AI.
How much implementation effort should you expect?
ServiceNow is a platform you configure, and the AI layer inherits that. G2 reviewers of ServiceNow ITSM report an average of about 5 months to implement and about 13 months to see ROI (4.5 stars, 2,005 reviews). Most of the AI value depends on clean CMDB data, a maintained knowledge base and catalog items for the agents to call. Assist consumption also needs monitoring once agents run multi-step work.
When does ServiceNow fit, by company size?
| Company profile | Fit | Why |
|---|---|---|
| 5,000+ employees, ServiceNow already the system of record | Strong | AI is now bundled; Orchestrator, CMDB and governance pay off at scale |
| 1,000 to 5,000 employees with a platform team or partner | Good, if you will use Advanced or Prime | Process depth and ITOM or HRSD in one platform; watch assist pools |
| 300 to 1,000 employees, IT team of 5 to 15 | Often heavy | Months of implementation, partner cost and Prime gating for custom agents |
| Under 300 employees | Rarely | Contract size and admin overhead usually outweigh benefits |
Using Harmony alongside ServiceNow
Many companies keep ServiceNow as the system of record and want a faster agent in Slack and Teams without a Prime upgrade or a long build. Harmony integrates with ServiceNow tickets and can run alongside it. Employees ask the Harmony agent in Slack or Microsoft Teams. It verifies identity and acts across identity, HRIS and MDM integrations: MFA resets, application access with approvals, group membership, onboarding and offboarding triggered by HR events, and device recovery. When a person is needed, it opens a ServiceNow ticket with full context.
The other path, for mid-market teams finding ServiceNow heavier than they need, is replacing it. See top ServiceNow alternatives in 2026, Moveworks alternatives and the ITSM migration guide.
Harmony says its agent resolves up to 90% of routine requests. Customer-reported figures published by Harmony include Fireblocks (915 application access requests processed by agents) and Mammoth Brands (time to first response from 4 hours to 7 seconds). Harmony is rated 4.8 on G2 (80 reviews) and 4.9 on Gartner Peer Insights (32). Its limits are real too: no published price list (pricing is a custom quote), G2 reviewers want more flexible reporting and dashboard widgets, some integrations needed extra setup steps, and it was founded in 2025, so it has far less history than ServiceNow.

Are ServiceNow AI Agents included or an add-on?
Since April 2026, Now Assist and AI capabilities are bundled into the Foundation, Advanced and Prime tiers and metered in assists. Before that, AI Agents were included for Pro Plus and Enterprise Plus customers.
How much do ServiceNow AI Agents cost?
ServiceNow does not publish prices. Vendr, a third party, lists a median ServiceNow contract of $129,871 a year across all products.
What is a ServiceNow assist?
The unit ServiceNow uses to meter AI usage against a pool included in your tier, with larger agentic actions consuming more. Pool sizes are not published on ServiceNow's site, so confirm them in your order form.
